Today’s complex global health issues require an integrated multinational approach to medical education, research, and practice. In response to these challenges, universities around the world are forming networks and joint initiatives to foster collective progress. With this shared vision, Shahroud University of Medical Sciences (SHMU) strives to expand its regional and international cooperation through academic, research, and institutional partnerships.

Since its establishment in 1994, SHMU has steadily grown to become one of the pioneering centers for medical education, research, and healthcare delivery in northeastern Iran. A key objective in this journey has been to enhance the University’s international visibility and global engagement. Accordingly, SHMU actively seeks collaborations with universities, research institutions, and health organizations across the world.

The University welcomes joint initiatives within the framework of Memoranda of Understanding (MOUs) or Memoranda of Agreement (MOAs) to support sustainable partnerships and mutually beneficial outcomes.


What is a Memorandum of Understanding (MOU)?

A Memorandum of Understanding (MOU) is a formal document that outlines a bilateral or multilateral agreement between two or more parties. It reflects a mutual intention to cooperate and defines the general framework for collaboration, but it is not legally binding. In other words, an MOU represents a mutual understanding and willingness to work together without creating enforceable obligations.


What is a Memorandum of Agreement (MOA)?

A Memorandum of Agreement (MOA) is a legally binding agreement between two or more parties that establishes specific commitments or actions. Unlike an MOU, it creates enforceable rights and obligations under applicable law.

At Shahroud University of Medical Sciences, an MOU typically precedes the signing of an MOA to ensure that all parties share a clear understanding of the goals, scope, and framework of collaboration before entering into a binding agreement.

At SHMU, NDAs are usually established when joint research activities result in intellectual property, publications, or other outputs such as books, book chapters, journal articles, or patents.
